This city is the capital of Devon
The city is build on a massive island in a water course. The city has overbuilt the entire surface of the island, and has moved out onto stone and wood platforms with supports to the river bottom (for stone) or floaties (with wood). It has two large stone bridges (1 on each side) to the opposite shores from the island. Half the island is jutting out over a waterfall as a great natural stone outcropping.
